Every revolution is in need of two kinds of planning. A comprehensive planning to overcome existing abnormal practices through organizing forces. A comprehensive code of laws made in accordance with social needs, providing social and individual rights in a just political system and paving the way for the promotion of societies to an ideal state of affairs. The teachings of the Holy Quran and the traditions of the infallibles, which constitute the pure Islam, are the best codes of laws, accessible to the Imam of the age. He will act on the basis of this everlasting declaration.
